Project Description
The Barren Ridge Transmission Project (BRTP), proposed by the Los Angeles Department of Water and Power (LADWP), would be an upgrade and re-power of an existing transmission line in conjunction with the Pine Tree project, a wind energy generation project on private lands adjacent to Jawbone Canyon in eastern Kern County.
The proposed project would install a new 230-kilovolt transmission line adjacent to the Pine Tree project and include a new collection and distribution substation, the Haskell Substation, near Castaic in the Angeles National Forest.
The BRTP would stretch from Haskell Canyon to the Castaic Power Plan, involving 13 miles of National Forest land and four miles of BLM-managed public land. The project would be designed to double the amount of transmission and distribution capacity for generated power by pumping water back to the Castaic reservoir at no cost and allowing for the generation of more hydroelectric power.
Public Comments
During the public review period, written comments concerning the adequacy of the Draft EIS/EIR may be submitted in various ways. Comments must be submitted by Oct. 25, 2011. Following the public review period, written responses will be prepared for inclusion in the Final EIS/EIR.

Public Meetings and Hearings
Five public meetings will be conducted on the dates, times, and locations listed below. The public meetings will inform the public about the proposed project and alternatives that were analyzed in the EIS/EIR and provide an opportunity for agencies, organizations, and interested individuals to provide written comments on the adequacy of the Draft EIS/EIR. The meetings will include an “open house” from 5:30 p.m. and 8:30 pm with a formal presentation at 7 pm.
