Off-Highway Vehicle Grant Proposals for 2013
What are OHV Grants?
The annual OHV grant application process is a key part of the partnership between the Bureau of Land Management (BLM) and the State of California, which issues grants to a variety of entities to improve or mitigate off-highway vehicle (OHV) recreation. The California State Parks OHV program accepts grant applications from a number of agencies including federal, county, and city law enforcement and parks departments, and from non-profit organizations. This year, $10 million is available for allocation. Under this process, BLM applies for grants from the State each year to help fund and coordinate its OHV programs.
The public is invited to comment on the 2013 applications the Bureau of Land Management has submitted to the California Department of Parks and Recreation, Off-Highway Motor Vehicle Recreation Division (OHMVR). The draft 2013 Palm Springs-South Coast Field Office (PSSC) applications will encompass ten projects, including law enforcement, signing, trails projects, restoration work and other OHV-related projects proposed throughout BLM’s Palm Springs-South Coast area.
Beginning March 5 through April 1, 2013, the public may view the applications and make comments online at OHMVR's website at http://ohv.parks.ca.gov
Copies are also available in all California BLM field offices, including Barstow, El Centro, Needles, Palm Springs, and Ridgecrest, as well as the BLM California Desert District Office in Moreno Valley. Attend the Palm Springs-South Coast Drop-In Meeting:
The BLM Palm Springs-South Coast (PSSC) Field Office has scheduled a drop-in meeting to obtain public comments on the Off-Highway Vehicle grants being submitted to the California Department of Parks and Recreation Off-Highway Motor Vehicle Division.
The drop-in meeting will be held on Thursday, March 21 from 3:00 to 5:30 PM, at the BLM PSSC Field Office in Palm Springs, for comments to work into preliminary grant applications.
The Palm Springs Field Office is located at 1201 Bird Center Drive, Palm Springs, CA 92262.
Public comment is accepted as part of the grant process for all grants being submitted to California Department of Parks and Recreation by the BLM PSSC Field Office. BLM staff will be available to discuss and provide information specific to the grant applications.
How can I make comments?
The BLM is inviting public comments on its preliminary grant application to the California State Parks Off-Highway Motorized Vehicle Recreation Division (OHMVR) to help manage off-highway vehicle recreation opportunities on public lands
The preliminary application will be available on the OHMVR Division's websit at www.ohv.parks.ca.gov for review and comment from Tuesday, March 5, 2013 through Monday, April 1, 2013. The Division's website will provide detailed instructions for accessing the preliminary application and submitting comments. Please note: comments must be submitted via email to both the OHMVR Division and to the BLM.

FY 2013 OHV Grant Program Important Dates:
- March 4, 2013: Preliminary applications are due to the State.
- March 5, 2013 through April 1, 2013: The public comment period is open.
- May 6, 2013: Final applications are due to the State.
- June 3, 2013: Intent to award posted on State's Off-Highway Motor Vehicle Recreation Division (OHMVR) website: http://ohv.parks.ca.gov
- July 5, 2013: Final awards posted on the OHMVR Division's website upon resolution of any appeals
