Environmental Assessment for the La Posta Mountain
Warfare Training Facility (#DOI-BLM-CA-060-0010-0002)
The Department of the Navy and the Bureau of Land Management (BLM) prepared an Environmental Assessment (#DOI-BLM-CA-060-0010-0002) in support of their proposed construction and operation of new military training facilities and other land use changes at and surrounding the La Posta Mountain Warfare Training Facility near Campo, California. The Navy currently conducts special warfare training on 1,079 acres of land in this area. This proposal would expand their operations to 5,554 acres.
This EA and associated documents were released for a 30 day public comment period on October 16, 2009:

Part of the warfare training facility analyzed in this Environmental Assessment (#DOI-BLM-CA-060-0010-0002) is a jurisdictional withdrawal of BLM lands by the Navy, identified as Parcel “C”. After release of the Environmental Assessment to the public, the Navy requested a change in the administrative handling of Parcel “C” to allow for the BLM issuance of an interim right-of-way grant until such time the lands are placed under the withdrawal. This new proposal is analyzed in the attached Documentation of Land Use Plan Conformance and NEPA Adequacy (DNA):
