The Valley Wells grazing allotment is covered under the NEMO Plan amendment prescriptions for Desert Wildlife Management Areas (DWMAs)  that govern two management strategies; those areas found inside and outside the DWMA. Approximately 55% of the allotment is inside the Shadow Valley DWMA and 45% of the public rangelands is outside the DWMA.  The proposed action is needed, specifically, to provide for recovery of the desert tortoise, and prevent adverse modification of its critical habitat. 

Upon receipt of a voluntary relinquishment of grazing preference, the purpose of the proposed action is to implement the conservation strategy established in NEMO Plan and associated biological opinion for portions of the allotment in the DWMA. The purpose is also to determine whether or not to make the portion of the allotment outside the DWMA available for grazing.

Such requests will be honored to the extent allowed by law. The Bureau of Land Management will not, however, consider anonymous comments. All submissions from organizations or businesses, and from individuals identifying themselves as representatives or officials of organizations or businesses, will be available for public inspection in their entirety.
