News Releases Public Meetings Scheduled for Eastern San Diego County Resource Management Plan  (Aug. 11, 2004) Notice of Intent to Prepare a Resource Management Plan and Environmental Impact Statement for Eastern San Diego County (July 14, 2004) Comment Period BLM is no longer accepting written and electronic comments on the scope of the RMP. Written comments postmarked by October 12, 2004 and received by October 22, 2004 were accepted. Electronic comments were accepted until October 12, 2004. Transcripts El Centro Scoping Meeting on September 8, 2004 (.pdf) - El Centro meeting was recorded on tape. The tape was damaged in transit. Administrative instructions were not audible.
