Collaborative Access Planning Area Workshops West Mojave Routes Project Summary
The West Mojave (WEMO) Management Plan established these subregions as the El Paso Collaborative Access Planning Area (El Paso CAPA) in 2005. The plan stated that a motorized vehicle access network would be designed for the El Paso CAPA through the collaboration of the Bureau of Land Management with local jurisdictions (including the City of Ridgecrest and Kern County) and the general public.
The West Mojave Routes Project has been initiated to develop travel management plans for the eight travel management areas (TMAs) within WEMO planning area. This is the first of four collaborative workshop meetings covering the routes and route issues in the El Paso and Ridgecrest subregions. Three more workshops will follow, each focusing on routes and route issues in these two subregions. These travel management plans will review the West Mojave Route Network, may make changes to the route network, and will develop implementation strategies that include monitoring, education, construction, law enforcement, and other activity-plan components.
The BLM is committed to a collaborative process and outcome. The CAPA process for routes in the TMA 7 area will include public input in a similar fashion as current WEMO route designations that are proceeding to comply with current court order. The process will also include publically announced meetings/work sessions to enable affected communities and publics to provide local knowledge and concerns that will facilitate a collaborative solution to routes in this area.
