General Description of the Project
Calico Solar, LLC (a subsidiary of K Road Power) submitted a right-of-way (ROW) grant amendment application to the Bureau of Land Management (BLM) to construct, operate and maintain a 663.6-megawatt (MW) solar energy plant and related facilities on 4,604 acres of federal land in San Bernardino County, Calif. The project, known as Calico Solar, would include construction of multiple arrays of photovoltaic panels complemented with an estimated 4,000 “SunCatcher” Stirling-engine units. The project site is located just north of Interstate 40, about 37 miles east of Barstow.
Calico Solar, LLC has applied to construct a solar facility in two phases including a change in technology: Phase 1 (275 MW and 2,144 acres) will consist of PV panels, access roads, a central services complex, an on-site substation, and an underground water utility line. Phase 2 (2,469 acres) will consist of single-axis PV panels (288 MW) and (100.5 MW) SunCatcher units. The total project acreage is 4,613 (9 acres or private lands and 4,604 public lands).
Publication of a Notice of Intent for the Preparation of a Draft Supplemental Environmental Impact Statement (SEIS) in the Federal Register is pending. The SEIS will be prepared in compliance with the National Environmental Policy Act, the Federal Land Policy and Management Act, and other federal and state laws.
Upon completion of the supplemental environmental review, BLM will render a decision to either approve, or deny the modification of the ROW grant.
Calico Solar, LLC has filed an amendment application for certification with the California Energy Commission (CEC). The CEC will be conducting a separate supplemental environmental impact report/staff assessment (EIR/SA) of the proposed project changes for the solar plant.
