Granite Mountain Wind Energy Project Environmental Impact Statement, Environmental Impact Report, and Amendment to the California Desert Conservation Area Plan

Visual Simulation of Proposed Project View from SR247, SW of project areaGranite Mountain Wind, LLC, (GW) a wholly owned subsidiary of Renewable Energy Systems,  North America (RES), is proposing to develop a 58.8 – 84 megawatt wind energy project on a footprint of just under 100 acres on federal land managed by the Bureau of Land Management (BLM), and on private land under the jurisdiction of the County of San Bernardino (County). The site of the Granite Mountain Wind project is unincorporated land in the Mojave Desert, 6 miles east of the Town of Apple Valley and a similar distance northwest of the community of Lucerne Valley. 

The BLM and the County will decide whether to approve, approve with modification, or deny issuance of a right-of-way (ROW) and Conditional Use Permit for the proposed wind energy project. The decisions that BLM will make are (1) a determination as to the suitability of the public lands for wind energy development in this area, and, (2) if found suitable, whether and under what terms and conditions to approve the project on public lands.  

First, the Environmental Impact Statement/Environmental Impact Report will be used to consider whether the California Desert Conservation Area Plan should be amended to designate lands in the Granite Mountains project area as suitable or unsuitable for wind energy development. Second, GW has proposed to interconnect their project to the existing electrical transmission grid via a new 230 kV power line, approximately 1.5 miles of which would be outside the designated utility corridor.  

The proposed project will be located on the central ridgeline of the Granite Mountains within approximately 2,086 acres of public lands administered by the Barstow Field Office and 670 acres of privately owned land under County land use jurisdiction. The Project will be comprised of a main access road from the east (off Spinel Road) up to the ridge, internal access roads on the ridge, 28 Siemens or similar wind turbines that stand up to 428 feet from ground level to the tip of the blade, new transmission and fiberoptic lines, and two substations, one within the project area and one at the other end of the utility grid interconnect point to SCE’s Pisgah-Lugo #1 near where the SCE line crosses SR247 north of Lucerne Valley.  The proposed project also includes a maintenance building, two meteorological towers, a temporary office, and temporary construction and staging areas.
