The United States Department of the Interior, Bureau of Land Management and California Department of Fish and Game completed a Management Plan for the Headwaters Forest Reserve in 2004. This document will likely guide the management of Headwaters for the next 15 years. Documents associated with this management plan can be downloaded below.
Three themes emerged from this planning process as key to the management and protection of Headwaters: restoration, research, and recreation/education. Partnerships are critical for the BLM's management in all three of these areas of focus.
