Go to the "Tools" Menu (along the top of your page)
Choose "Internet Options"
Click on the "Advanced" tab
Scroll down to the Category named "Security"
Check the box called "Use TLS 1.0"

How to Use Forms Central
 

Forms Central contains all forms used throughout the Bureau of Land Management (BLM). In addition to BLM managed forms, Forms Central contains a selection of Department of Interior (DI) forms, Optional Forms (OF), and Standard Forms (SF) that are commonly used by the BLM. Detailed instructions on using Forms Central and different types of forms are outlined below.
 
How to Use SP Forms
  Secure Process (SP) forms are electronically signed, submitted and processed by the Bureau of Land Management. Most BLM forms are available in the SP format.
The following information is provided to help answer any questions.
 
How to Use PDF Forms
 

There are two types of PDF forms: fillable and static.

Fillable PDF Forms can be filled in online and then printed. Static PDF Forms can be printed and information can be handwritten or typed on the paper copy. To view, complete and print PDF forms you will need the freely available Acrobat Acrobat® Reader version 5.0 (or later) software installed on your computer (Click here to download Adobe Acrobat® Reader 7.0)
