Bullhead Travel Management Plan
Lake Havasu Field Office

The first phase of the Lake Havasu Field Office TMP, Bullhead, is located along the Colorado River near Bullhead City, Arizona, and includes some adjacent lands in California.  BLM held public meetings when beginning this plan in November, 2006.  Two public meetings were held in Bullhead City to help gather and collect data, comments, issues and concerns.  Over 100 people participated in these meetings and expressed strong opinions for the importance of protecting public access to and across public land.  In September 2006 and again in September 2007 meetings were held with representatives and officers of OHV clubs including the Havasu, Bullhead, Hualapai and Parker 4-Wheelers, and other interested stakeholders, to better inform the public of the planning process and the purpose of the TMP. 

In March 2008, four alternative route network maps were posted to BLM’s Arizona State website.  The alternatives were described as No Action, Protection Oriented, Proposed by BLM and Access Oriented.  The public was invited to comment for 30 days on the alternatives (Evaluation Phase).  Sixteen comments were received and considered for the compilation of this environmental assessment. 

On December 2, 2008, the Bullhead TMP/EA and the associated implementation plan were posted to the BLM’s Arizona website.  The public was invited to comment for 30 days on the EA.  BLM received two comments.  Neither comment was document related.  BLM also reviewed the EA and TMP for accuracy, format, clarity and level of detail.  The final documents were signed on March 4, 2009 and are also available.

Next Step for the TMP:  BLM plans to begin implementation by placing signs on each route as shown on Map 3 (3M) of the Bullhead Travel Management Plan.
