Abstract:
This data set is known as Surface Management Agency (SMA) and was originally derived from the LAND data set produced by the Arizona State Land Dept., Arizona Land Resource Information System (ALRIS). The LAND data set was first started in 1984 and updated in the spring 1988 by the State Land Department Forestry Division and ALRIS. The original PLSS data is from the Department of Transportation (ADOT) and was digitized at 1:100,000 scale. The data was then projected into ARC/INFO format and edited using the procedures from the ASLD 'Land Status Map Digitizing Procedure' guide. The data set covers the entire State of Arizona and includes surface management, the original plss, and county and state boundaries. Changes in federal agencies are done through the Bureau of Land Management (BLM). BLM incorporates the federal land changes such as the BLM, Forest Service, Bureau of Reclamation, Fish & Wildlife Service, National Park Service, etc. BLM and State of Arizona surface management is updated approximately every six months in a cooperative effort with the Arizona State Land Department (ASLDIn 2011, the BLM contracted with Premier Data Services to conflate the SMA with the latest and more accurate PLSS know as the Cadastral National Spatial Data Infrastructure (CadNSDI) considered the most accurate PLSS available. This procedure has greatly improved the locational accuracy of the SMA. For purposes of simplicity, the BLM has also reduced the complexity of the data set by removing all data except for the surface management information. |

The purpose of these data is to provide a reasonably accurate depiction of who or what agency manages the surface of a given area of land. The data can be used for small scale (1:24,000 and smaller) analysis and cartographic products.

The state land ownership portion of the land coverage is updated by the Arizona State Land Dept. along with the surface parcels coverage. All changes to the surface parcels are performed by the CAD department. They are then given to the GIS department in a DXF file on a township by township basis. Through a series of AMLs and editing procedures, the changes in the DXF file are incorporated into the surface parcels and land coverages. Changes in federal agencies are done primarily through the Bureau of Land Management (BLM) using a customized AML based application of ArcInfo. BLM incorporates its changes as well as others such as the Forest Service, Bureau of Reclamation, Fish & Wildlife Service, National Park Service, etc. BLM and State of Arizona status is updated approximately every six months, other agencies are updated on an irregular basis. The updating method is being converted to using ArcGIS 10.1. This change is expected to be completed in the first half of 2013.

This step, which conflated the AZ SMA with the CadNSDI was done by Premier Data Services under contract to the BLM. Adjustment of the ownership data was acheived through a point in polygon join between GCDB polygon geometries and the BLM AZ surface ownership data set. Non-GCDB based linework was generated from the original ownership data. A 1-to-1 QC was perfromed to ensure that the adjustment methods produced an accurate representation of the original ownership layer. Descrepancies between source data were noted in the "Review" field so that these areas can be revisted by the data steward.
Data is obtained from both the Bureau of Land Management and other federal agencies on a somewhat regular basis and incorporated into the land coverage.
