This data represents the Renewable Energy Development Areas (REDAs) for RDEP. REDAs are areas in Arizona with low or no known resource conflicts according to our analysis, and therefore may be suitable for renewable energy development. RDEP is a statewide analysis but decisions will be made on BLM land only. REDA data were created by compiling over forty GIS datasets of known resource constraints, such as National Landscape Conservation System lands, Areas of Critical Environmental Concern, wildlife habitat and species of concern data, recreation and visual data, etc. RDEP FEIS Chapter 2 Table 2-1, list of known resource conflicts lists data sets used for areas eliminated from consideration. The RDEP references section lists full references for data sources listed in Table 2-1. The data set RDEP_AZ_resources.shp shows many resources used in the analysis, not all datasets were included due to some datasets being private or sensitive. This data should be used in conjunction with RDEP_nominatedsites data. RDEP nominated sites were disturbed or low conflict sites nominated by the public during scoping. RDEP REDA does not include any potential Solar Energy Zones nominated by the Solar PEIS. RDEP FEIS GIS data are provided to the public. RDEP GIS data are on a statewide scale and therefore suitable for broad scale use. Detailed, site-specific analysis would be required to identify actual renewable energy project sites and to analyze potential impacts of development. As per GIS Data and Graphics note on page 1-14 of FEIS: Data were collected from a variety of sources, including the BLM, collaborative partners, stakeholders, and cooperating agencies. Given the scale of programmatic analyses, the compatibility restraints between datasets, and lack of data for some resources, all calculations are approximate and serve for comparison purposes only. BLM may receive additional GIS data; therefore the acreages may be recalculated and revised at a later date.

Purpose:
All spatial analysis was done using the software ArcGIS 9.3.1, using the BLM's "eGIS", a Citrix-run cloud system. 
The Renewable Energy Development Areas (REDA) consisted of two parts: low known sensitivity areas and RDEP nominated sites.
Low Sensitivity Areas were determined by compiling a statewide dataset of sensitive resource areas. Areas that were not sensitive were considered low known sensitivity. Please see RDEP Volume 1 FEIS Table 2-1 Areas with Known Sensitive Resources (Eliminated from REDA Consideration). Also please see the GIS base data set, "RDEP_AZ_resources.shp" for the publically releasable data used in the RDEP model.
This data was developed as Alternative 1: Maximum REDA during the RDEP alternatives development process. Alternative 1 serves as the base data for Alternatives 2-6. All land surface administration types were analyzed and decisions will be made on BLM land. This dataset is on BLM-administered lands only.
These datasets were dissolved (Dissolve Tool) into a single row in order to reduce the number of rows in the dataset. The dissolved sensitivity datasets were copied into one dataset, RDEP_AZ_resources.shp, with the following attributes: Eliminated (yes or no, this attribute is now referred to as high sensitivity), Source (the entity who created the data), type (for example, ACEC, floodplain), and comments. The sensitive resource area was erased from the state of Arizona boundary using the Erase Tool. The resulting dataset was first cut of sensitivity areas, REDA_lowsens_az.shp.
The AZGFD Species and Habitat Conservation Guide dataset was converted from raster to vector using Spatial Analyst convert raster to features tool, using the generalize lines function. The resulting vector dataset was too large to be included in the RDEP sensitive resources dataset so they were processed in a separate step. The REDA_lowsens_az.shp was clipped to only include the SHCG tiers 1, 2, and 3. 
Slope data was created using the Spatial Analyst Extension. The 5% and 15% slope dataset was made with a 90m Digital Elevation Model (DEM), a raster dataset and then converted to vector. REDAs are only on areas of less than 5-percent slopes (or less than 15-percent slopes for areas with wind potential). 
Solar PEIS Solar Energy Zones were sites analyzed by the final Solar PEIS and considered amenable to utility scale (> 20 megawatts) solar energy development. The Draft Solar PEIS included three SEZes in Arizona: Brenda, Bullard Wash, and Gillespie. The final Solar PEIS included two SEZes in Arizona: Brenda and Gillespie. Because the Solar PEIS SEZes are not RDEP decisions, they are not part of REDA and were therefore erased from REDA GIS data. All REDAs are within the Solar final PEIS variance areas. 
The low sensitivity sites and RDEP-nominated sites together made Alternative 1: Maximum REDA. Alternative 2: Transmission Line and Utility Corridor, Alternative 3: Load Offset, Alternative 4: Water Conservation and Protection, and were created by further refining Alternative 1. For the DEIS, for each alternative, the amount and location of REDAs vary while the RDEP nominated sites are included in all alternatives. For the FEIS, nominated sites are screened by each alternative's criteria, for example, only the RDEP nominated sites within the transmission line and utility corridor criteria were included. 
For each alternative, REDA acres on BLM-administered lands and non-BLM-administered lands are calculated. RDEP decisions will be made on BLM-administered lands in Arizona. Acres of REDA on non-BLM-administered lands are presented for analysis, no decisions will be made on non-BLM-administered lands.  
Changes in REDA from DEIS to FEIS:
Alternative 1:
1. Incorporated Solar PEIS desert tortoise conservation areas, which include ACECs, NPS lands, and State Parks. These areas overlap with other areas eliminated from consideration as defined in the DEIS and therefore had a minimal effect on REDA on BLM-administered lands.
2. Airports were removed as areas eliminated from consideration. 
3. REDAs must be greater than 8 acres. Also, as part of the data clean-up process, some REDAs larger than 8 acres but narrow polygons usually along land ownership boundaries were eliminated. 
4. Private lands surrounded by military land were removed from REDA on non-BLM-administered lands. 
5. The nominated sites were screened in the Final EIS, please see nominated sites metadata. 
6. Added Lower Sonoran RMP ROD decisions that are REDA screens (screened VRM class 1, 2, 3, SRMAs, and ACECs on BLM-administered lands). 
7. Alternative 2: Included REDAs within 5 miles of a transmission line and if part of a REDA was within 5 miles of a transmission line and another contiguous part of that REDA was outside of 5 miles of a transmission line, the entire area was included as a REDA. This was also carried into alternative 6, Collaborative-Based REDA.
