Abstract:
BLM FEIS DATA. Restoration Design Energy Project. Bureau of Land Management, Arizona State Office, in conjunction with Environmental Management and Planning Solutions, Incorporated (EMPSi). GIS data created by Marcia Rickey, EMPSi, 303-447-7160, in conjunction with Kathy Pedrick, BLM Project Manager, David Batts, EMPSi, Lane Cowger 602-417-9612, BLM Assistant Project Manager, and Ray Suazo, State Director. RDEP data was also created with input and data from the BLM RDEP interdisciplinary team, AZ BLM field office managers and staff, cooperating agencies, environmental groups, utility and industry groups, and the general public.
This data represents the areas eliminated from consideration for the Renewable Energy Development Areas (REDAs) for RDEP. Areas eliminated from consideration has known resource sensitivities and are therefore less suitable for renewable energy development. REDAs are areas in Arizona with low or no known resource conflicts according to our analysis, and therefore may be suitable for renewable energy development. RDEP is a statewide analysis but decisions will be made on BLM land only.
REDA data was created by compiling over forty GIS datasets of known resource constraints, such as National Landscape Conservation System lands, Areas of Critical Environmental Concern, wildlife habitat and species of concern data, recreation and visual data, etc. RDEP FEIS Chapter 2 Table 2-1, list of known resource conflicts lists data sets used for areas eliminated from consideration. The RDEP references section lists full references for data sources listed in Table 2-1.
This dataset shows many resources used in the analysis, not all datasets were included due to some datasets being private or sensitive.
Private,or sensitive, or other agency's data not posted on a public website and not available with this dataset include: AZGFD conservation potential, AZGFD special status species location data, AZGFD important big game habitat, BLM sensitive fossil areas, cultural sites well documented in BLM, and desert tortoise conservation areas.
As per GIS Data and Graphics note on page 1-14 of FEIS: Data were collected from a variety of sources, including the BLM, collaborative partners, stakeholders, and cooperating agencies. Given the scale of programmatic analyses, the compatibility restraints between datasets, and lack of data for some resources, all calculations are approximate and serve for comparison purposes only. BLM may receive additional GIS data; therefore the acreages may be recalculated and revised at a later date. |

RDEP areas eliminated from consideration, alternative 1 base data. Important big game habitat includes: Bighorn sheep high density, medium, low and sparse; black bear, high, medium, and low; elk summer high, medium, and low plus winter very high, high, medium, and low; javelina high and medium; mountain lion high; mule deer summer Kaibab high and medium, high plus winter Kaibab high and medium, high and medium; turkey summer high and medium plus winter high, medium, and low; white-tailed deer high and medium. AGFD describes wildlife density as number of animals per square mile. Changes in REDA from DEIS to FEIS: Alternative 1: 1. Incorporated Solar PEIS desert tortoise conservation areas, which include ACECs, NPS lands, and State Parks. These areas overlap with other areas eliminated from consideration as defined in the DEIS and therefore had a minimal effect on REDA on BLM-administered lands. 2. Airports were removed as areas eliminated from consideration. 3. REDAs must be greater than 8 acres. Also, as part of the data clean-up process, some REDAs larger than 8 acres but narrow polygons usually along land ownership boundaries were eliminated. 4. Private lands surrounded by military land were removed from REDA on non-BLM-administered lands. 5. The nominated sites were screened in the Final EIS, please see nominated sites metadata. 6. Added Lower Sonoran RMP ROD decisions that are REDA screens (VRM class 3, SRMAs, and ACECs on BLM-administered lands). 7. Alternative 2: Included REDAs within 5 miles of a transmission line and if part of a REDA was within 5 miles of a transmission line and another contiguous part of that REDA was outside of 5 miles of a transmission line, the entire area was included as a REDA. This was also carried into alternative 6, Collaborative-Based REDA.
